State Government breaks promise to fishers

Revenue from fishing licensing that was promised by the Liberal party to be returned to the sector has been cut in half, leaving fishers angry.

Andrew O'Connor for the ABC:

The State Government is facing a backlash from Western Australia's recreational fishers who are angry over the axing of funding to key conservation and education initiatives.

In the lead-up to the 2013 election, the Liberal Party guaranteed Recfishwest 25 per cent of more than $7 million raised in licence revenue would be allocated to the Recreational Fishing Initiatives Fund.

But Dr Andrew Rowland from Recfishwest said the Government has cut money flowing to the fund by half, breaking that election promise.

River breaking through to ocean is not all good news

Greenough River broken through to ocean

Greenough River has broken through to the ocean at Cape Burney. Take care near the soft edges if you're taking little ones down to have a look.

Posted by Everything Geraldton on Tuesday, March 3, 2015

Twice in recent months heavy rains in the region have resulted in the Greenough River breaking through the sand bar to the ocean at Cape Burney and turning our beaches into a curious brown colour.

The event can be seen as a win for those who enjoy fishing along our shores, as any fish that are washed out to sea attract species like mulloway, and lobsters extend their wanderings making them easier to catch.

But it's not all good news for the Greenough estuary system, especially when climate change modelling is taken into account.

While climate change has seen less rainfall occur over the winter months in the region, it also increases the likelihood of heavy summer rain associated with tropical lows.

This, combined with the large amounts of cleared agricultural land, has resulted in problems starting to occur as valuable topsoil is washed into the water system causing the estuary to become much shallower in a process called sedimentation. "This is a big problem in the upper reaches of the Murchison estuary where navigation has become increasingly difficult due to shallow water," according to Dr Michael Payne, NACC Coastal and Marine Coordinator.

Dr Payne says healthy riverside vegetation is needed to slow water flows and filter sediments from water running off the land into rivers.

"In the past, normally closed estuaries have often been opened artificially using earthmoving equipment and sometimes even shovels. This was believed to provide a benefit to the health of the estuary. However, this practise is now discouraged as the amount of flushing that occurs with artificial openings is insufficient to improve water quality compared to natural openings. Also, if the water level in the estuary remains too low for too long, important wetlands along the edge of the estuary can dry up and die."

Dr Payne said "These flushing events have been going on for millennia and the plants and animals are all well and truly used to coping with them." But because the rains are more torrential or "full on" when they do occur, and because they are happening in dryer months when there is less vegetation on the ground, top soil run off is much more of a problem.

Certainly seeing the water run is a beautiful scene to behold, but it's worth taking note of the flow on effects climate change is having in our region.

An 84 year old fish – amazing!

In the wake of researchers discovering WA’s most long-lived fish Geraldton MLA Ian Blayney has urged local recreational fishers to take on their South Coast brethren and help Department of Fisheries researchers determine the age of fish species in the Indian Ocean’s West Coast.

The discovery by WA researchers of a Bight redfish that lived to 84 years of agehas set a new State record for long-lived fish.

Bight Redfish

The ‘elderly’ Bight Redfish was swimming in the ocean early last century and still alive and cruising WA’s South Coast late last year.

This redfish was born in 1929 when the Popeye comic was making its debut and the Academy Awards first started. It was swimming around when Philip Collier was WA’s Premier and James Scullin took over from Stanley Bruce as Australia’s Prime Minister, when WA celebrated its centenary and during the Great Depression.

The 60cm Bight redfish (Centroberyxgerrardi) was about average size when it was caught in November 2013.

Now you might wonder how do you tell the age of a fish?

Mr Blayney said “it’s not possible to tell the age of a fish from looking at it. So its age wasn’t discovered until its skeleton went under the microscope at the Department of Fisheries’ Hillarys research centre”.

Researchers from the Department of Fisheries, working in collaboration with Murdoch University’s Centre for Fish and Fisheries Research, assessed the age of this female fish from examining the growth rings of its ear bones (or otoliths), much like the way that tree ages can be identified from a cross-section of trunk.

The research was being supported by recreational fishers and commercial fish processors on the South Coast, who have been donating fish frames of the required species with skeleton and head left intact after filleting.

Otolith of 84yr-old Bight redfish

Bight redfish is one of the key species being checked. Geraldton and Mid West fishers to the 27-degree parallel just north of Kalbarri can contribute to the project which is also looking at pink snapper, blue morwong and donated frames of three near shore finfish species; Australian herring, King George whiting and tailor.

Recreational fishers can play a key part in the research by donating their fish skeletons to help long-term monitoring of fish stocks.

Also known as 'frames', filleted skeletons, with the heads and guts intact, are essential to assess the status of fish resources. By analysing data from the frames reseachers can make science-based decisions to sustainably manage our fisheries.

By donating frames before July 1, recreational fishers can win a number of prizes thanks to the generosity of our supporters.

Prizes for this year include:

  • A charter trip for two to the Montebello Islands with Monte Bello Island Safaris and return flights from Perth to Exmouth are provided by the WA Department of Fisheries.
  • State-of-the-art custom-made fishing rods andUgly Stik fishing rods.
  • A day's charter fishing trip for two from Hillarys.
  • Quarterly $50 vouchers and other assorted prizes..

Dhufish

To donate frames, label them with your name and address (so they can send you research feedback and enter you into our prize draw - see below), the date and location of your capture (shore catch: general location; boat catch: latitude/longitude or distance and bearing from port and the name of the port). Information you provide about the location of your catch is confidential and only used for research purposes, so you can continue to keep your favourite fishing spots secret.

Fishers can drop off their fish frames at our offices or participating stores listed below. The frames can be frozen, so you can collect a few before dropping them off.

"Nibbled by a small shark"

This was just sent in to Everything Geraldton:

"My daughter was swimming today about half way between marina beach and Mitchell & Brown with me and a couple more of my kids. I think she was nibbled by a small shark on her right big toe. She was floating on a boogie board about 10m off shore. There is definite rows of teeth marks and because she kicked wildly to get it off the teeth cut her fairly deeply."

"She is ok, a bit shaken, but willing to get back into the water when it's all healed."

Video: Sharks circling cray pots

Sent in to Everything Geraldton:

"Hubby shot this video this morning when pulling pots. Just amateurs, hadn't even thrown any bait over the side either, the sharks just came swirling up with the pot as it was being winched up. The longest was about 8ft. Hubby said they don't normally do that and they seemed very hungry and angry today, and more so when the old bait was tossed overboard. He said he was glad he was safe in the boat."

Mr Capurso's side of the story: Regarding the story of a 74 year old man charged with interfering with lobster pots

Everything Geraldton published a media release from the Department of Fisheries earlier in the week. It stated that Mr Capurso was charged with taking crays from other people's pots. His lawyer contacted us and said that Mr Capurso did not take any crays from anyone else's pots. He technically "interfered" with other pots, but this was only to check to see if they were his, and he had some go missing earlier.

According to Mr Capurso's lawyer, it's true he had an extra two crays, he checked his wife's pots while she was not on board, and he technically pulled up some other pots, which according to Mr Capurso was only to see if they were his.

Everything Geraldton incorrectly published the assertion that Mr Capurso had "raided" other people's pots. This was not stated in the press release from Dept of Fisheries, only that the pots had been interfered with.

Below is a release from Mr Capurso's lawyer published in full.

Mr Robert Bogumil and the fisheries Department have severely exaggerated the conduct of Mr Frank Capurso in their media release. They are guilty of highly unfair conduct towards him in order to facilitate the release of their propaganda warnings to the community.

Mr Capurso WAS NOT charged with “raiding other people’s Cray pots” as reported in “Everything Geraldton” on 21 December 2014.

He was charged with INTERFERING with pots. What does not appear in the media release from fisheries and Mr Bogumil was that 2 of the pots belonged to Mr Capurso’s wife and the fact that she was not on board at the time that he pulled those pots resulted in “technical”  breach of the regulations. What was also not reported was that Mr Capurso only pulled another 4 pots by pulling two of them half way up and then letting them go and pulling two on board and then throwing them back. He did so to check if they were pots he had lost about 4 weeks before. He reasonably believed that they might be the pots which were missing because the ropes were covered in algae and slime. But by pulling them to check he was technically guilty of interfering with them.

The magistrate accepted that Mr Capurso’s conduct was at the very bottom of the scale for this type of thing and only fined him $500. The maximum he could have fined him for the charge alleged on 25 February 2014 was $25,000. This shows that the court did not treat the charges as being serious. His Honour said that it appeared that Mr Capurso’s “curiosity killed the cat”.

Fisheries and Mr Bogumil also did not say in their “press release” that they asked the magistrate to order forfeiture to the state of Mr Capurso’s boat, outboard motor, trailer and other gear and the magistrate refused to do so in the circumstances of this case and ordered that the equipment be returned to him including a shirt which was on board. The magistrate told the fisheries in court he was “not going to take the shirt off his back either”.

They did not say also that it took from 25 February 2014 to 27 October 2014 to charge him and only because his lawyer wrote to them about the boat and trailer and gear they confiscated at the time.

While everyone agrees that people should respect each other on the water in recreational fishing, this case of Mr Capurso, in the way it was reported, was entirely unsuitable to be used as a vehicle by the fisheries to warn the public about serious offending and complying with the regulations.

The authors of the release showed reckless disregard for and were prepared to sacrifice (for their own ends) the reputation of a 74 year old hard working member of the community and a highly respected family man (at Christmas time) who only retired from bricklaying when he reached 73 years old.

Mr Capurso has the upmost respect for the law and the community and his fellow recreational fishers said his lawyer Mr George Giudice. Mr Giudice said that the false reporting has caused his client and his client’s family much hurt and trouble at Christmas. People deserve to know the truth of the matter and Mr Giudice is hopeful that the publication of the accurate story will put the record straight and stop the abusive phone calls to his client’s home which have resulted from the unfair and deplorable publicity arising from the media releases not only to this forum but to Geraldton ABC radio which kindly published a retraction.

Today is the last day of the West Coast Bioregion Demeral Ban.

Craig Wise from Tackleworld Geraldton confirms that the ban is in place each year from 15th October till 15th December inclusive.
