Opinion: Regarding the job losses at the City of Greater Geraldton

You may have come across some headlines about jobs being axed at the city. 

I think axing is a terrible metaphor to use in this case. It implies the use of a tool with little precision and a lot of brute force. 

At first glance you might think nearly 50 people will be sacked. 

But dig a little deeper and you’ll get a different picture.

The process the City of Greater Geraldton undertook wasn’t simply that of slashing jobs until a magic dollar figure was reached. The process included a fair amount of restructuring, which resulted in the elimination of 73 positions and the creation of 27. 

Here’s a breakdown:

73 positions gone
27 new positions created

net loss of 46 positions

12 of these positions didn’t have anyone employed in them, due to the hiring freeze the city had already implemented
17 of these volunteered for redundancy already

This leaves 17 people who will have the choice of requesting a redundancy package, or asking to form part of a redeployment pool. If they're unable to be redeployed, they may be forced to take a redundancy. 

I had a chat with City of Greater Geraldton CEO Ken Diehm this afternoon about the situation, and his message to staff and the community at large. 

“The hardest challenge for me at the moment is to allow the people that have been impacted to feel that they’ve been treated with respect and dignity. 

"But if you’re one of those people that’s in one of the positions that’s being made redundant, it (does feel) personal, because the message that they feel is that we don’t value the work you do."

"But it’s not personal at all."

"This isn’t about people, it’s about positions."

"We’re hoping to re-employ as many people as possible.”

Mr Diehm shared his concerns regarding the perception behind the changes and the inevitable online discourse. 

“My concern about social media is that people need to realise that those people that are impacted from this are members of our community. They have mortgages, they have car repayments, they have credit cards, they have kids in school, and their future is suddenly very uncertain in their minds. And on top of that, they don’t feel valued. But the majority of them have been loyal, hard working, dedicated, faithful public servants to this community for quite a while.”

Mr Diehm went on to stress that any redundancy, whether by choice or, if it came to it, force, wasn’t due to performance.

While no-one celebrates at the news of a fellow resident losing their job, the moves to reduce staffing levels is a clear sign that Ken Diehm and team have been listening to community feedback, and are doing what they can to see that future rate increases are lower than earlier estimates, and that services in Geraldton are not cut to the point of making the city unliveable. 

You can still expect future rate increases to be a little higher than the CPI due to state and federal government funding cuts to the tune of $3.7M, the multi generational problem of our accumulation of assets that now need repairing or replacing, and the ongoing rises in water and energy costs which form a large part of the CGG's expenses. 

But Mr Diehm says with savings they’ve already found, the restructuring in staffing, and the many “quick wins” found by staff at the city with things like vehicle reductions and car pooling, they’re on track to keep future rises below the 5.2% rate that had been projected.

There are other changes worth mentioning in the restructure. They certainly don’t mitigate any discomfort felt by those who may be out of a job, but do seem to be positive moves by the city in the name of clarity. 

Three of the four departments have had name changes;

Creative Communities becomes Community Services
Sustainable Communities becomes Development and Regulatory Services
Community Infrastructure becomes Infrastructure Services
Corporate and Commercial Services remains the same

Mr Diehm said the name changes better reflected what the departments actually did, rather than use terminology that meant very little to the average resident.

If you’re new to Geraldton, and want a bit of background… 

Over a long period of time, Geraldton, as well as many other councils around the state, had been accumulating new infrastructure without ensuring sufficient funds were available to renew those assets. 

Laws changed such that local governments had to adopt accounting practices that showed the true replacement costs of its infrastructure. For example, a swing at a park might have originally cost $100. Council estimated that it would need to be replaced in ten years. They do the sums and think "sweet, we can afford $100 in ten years." Except in reality a new swing doesn’t cost $100 any more. It’s $400. Oops. 
So we were budgeting for a $100 swing in ten years, but really should have been budgeting for a $400 swing. Once that changed a truer picture emerged of the state of Geraldton’s finances and pending financial problems, and there was a large rate increase of around 27% in 2012. 

That didn’t go over well with the community, and the following two years' rate rises under new CEO Ken Diehm were kept to the relatively low figures of 2.25% and 3.6%. 

At the time of the last budget it was planned that the next ten years would see rate increases of 5.2% each year. 

Recent audits found the problem of assets that needed fixing to be even greater than what was originally thought, revealing essentially a $25M backlog of urgent maintenance work that needed doing. 

However, the feedback Mr Diehm says he’s had from the community is that Geraldton wants future rates increases to be lower than 5.2% if at all possible, hence the staff reductions, restructuring and cost cutting.

Barry Lance from Mid West Weddings is a local celebrant based here in Geraldton and has become a popular choice for couples who are getting married. We caught up with Barry where he discussed a bit about him, his business and 3 other ceremonies he performs as well as wedding ceremonies.

How long have you been doing weddings for?

Barry has been doing weddings for over 30 years in any location requested. Barry has been all over the Midwest, including Perth, Kalgoorlie, Monkey Mia and even locations outside of WA, including Tasmania and Bali. Whatever location your wedding is being held, Barry Lance is happy to conduct it.

What types of ceremonies do you do?

When is comes to wedding services, Barry does the whole range and his services are available to everyone.  While the vast majority of his work is devoted to weddings, he also performs several other ceremonies.

Renewing vows: At a renewal ceremony, you have the same options as you would at a wedding ceremony. The ceremony can be as varied as you like and you don’t need a new marriage license or bring in your original. Renewing wedding vows is a beautiful ceremony and is a popular choice.

Naming of children: A naming ceremony is an exciting and important experience for some parents and is a special occasion. Some parents who wish to hold a naming ceremony want to celebrate the birth of their child, which is an intimate experience and can be shared with family and close friends.

Commitment ceremonies: Commitment ceremonies are the perfect alternative to marriage for same sex couples (who under current Australian laws are not permitted to marry). Couples exchange rings, write their own vows and sign their own Vow of Commitment Certificate. Commitment ceremonies are also a good idea for couples that wish to get married overseas and can’t take their wedding papers with them.

Do you sometimes liaise with other wedding services and planners? 

While some celebrants do cover additional roles for weddings, this is not a common request and one that Barry does not do. However, being in the business for over 30 years, Barry has a wide range of connections with other wedding businesses, including photographers, venue hiring, catering, florists and much more. So he certainly has a long list of recommendations for your convenience. 

How long is your waiting list?

This is a difficult question to answer, because in order for a couple to book a celebrant, they must sign a Notice Of Intended Marriage (NOIM) document, which is valid for 18 months, meaning you can’t technically book over 18 months in advance. When signing the NOIM document, you are required to pay a deposit and you can then pick a date that is available. Although 18 months is technically the waiting list, Barry is more than happy to make a ‘verbal agreement’ booking with couples that wish to book past 2017. Although it is not an official booking, Barry will hold spots for couples until further notice or until it is time to sign the NOIM document.

Do you have any advice for couples when it comes to planning their wedding?

It’s easier said than done; but the best thing to do is just to relax and try not to stress too much about planning and don't overwork yourself. It's the golden rule. Barry is here to make your special day a fun and memorable celebration. Barry also goes over the 3 steps for organising a celebrant for your wedding.

  • Step 1: Meet with your celebrant and sign the noim document. You can then go over ideas for your wedding, have a look at sample vows and pay your deposit.
  • Step 2: Signing of the Statuary Declaration document stating that there’s nothing impeding your marriage to your partner. You can then look at the draft form of the ceremony and you have the opportunity to make any changes if need be. You will also pay the remaining balance to the celebrant.
  • Step 3: This involves the rehearsal to make sure nothing goes wrong. This makes sure that everyone knows the general layout of the venue everyone and where and when to stand. A rehearsal is optional, though.

Update on issues with Telstra in Geraldton

Update on Telstra issues in Geraldton at the moment. 

We've heard back from Telsta and they've issued the following statement: 

"Telstra became aware of an issue affecting mobile coverage in Geraldton yesterday morning. Our investigations have shown that a faulty piece of equipment at our Geraldton Exchange needs replacing. We are currently sourcing the replacement equipment and are working to get the part replaced and services restored as quickly as possible.

"We apologise to customers in the area for the inconvenience this is causing and thank them for their patience."

Epileptic rower leaving from Geraldton to row across Indian Ocean

A British man who suffers multiple epileptic seizures every week is hoping to break the world record for rowing across the Indian Ocean from Western Australia to Mauritius.

Ashley Wilson, 37, will leave Geraldton for Port Louis next month on a six-metre long boat with fellow rower James Ketchell.

"We're actually seeing taxpayer funded public relations experts working within government agencies on behalf of the industry to promote the industry," he said.

"This is really concerning when it's the same agency that is supposed to be protecting communities from the impacts of gas fracking.

The return of the Pacific Jewel

The Pacific Jewel on her first visit to Geraldton last month.

For the fourth and final time this season, the Pacific Jewel will be visiting Geraldton yet again on Sunday 26 April, as part of their Indonesian Adventure itinerary.    

The ship is expected to arrive at 8am and depart the same day at 4pm. Maximum passenger capacity is approximately 1950 and 700 crew. 

Pacific Jewel is due to anchor in Champion Bay and tender to the Batavia Coast Marina where stallholders and Meet and Greet Volunteers will welcome passengers ashore. 

The itinerary started in Fremantle and includes calls to Geraldton, Broome, Lombok, Benoa and Komodo before returning to Fremantle. 

Pacific Jewel will then head to Singapore where it will undergo a refit.

Jake Drage has arrived back in WA

Geraldton's Jake Drage has arrived back in WA after leaving an Indonesian prison just over a week ago. 

He posted on Everything Geraldton after his release about looking forward to getting back to Geraldton, his mates and memories of how "life was so sweet". 

Jake has spent 9 months in prison in Indonesia following the tragic death of a woman during a motorcycle accident Jake was involved in. 

In a media release yesterday announcing the pending arrival of Jake Drage, family spokesman assisting Jake and his mother Tiena, Chris Gabelish, said it was "finally some good news."

New “lick” for historic Birdwood House

Having been built in 1935, it’s always been a battle to maintain the appearance of Geraldton’s historic Birdwood House … but no more.

Thanks to a $10,000 community grant from City of Greater Geraldton, the Geraldton Sailors, Soldiers and Airman’s Memorial Trust will be able to paint the building exterior, which is home to the Geraldton City Returned Services League and Birdwood Military Museum.

“The money has come at an opportune time, given the fact we are in a cycle of 100 years of Anzac history,” said Museum president Barry Stinson.

“The building is indelibly connected to our community and Anzac heritage, with it being named after Field Marshall Sir William Birdwood, who commanded the Anzacs at Gallipoli.”

Several community groups also use Birdwood House for meetings and group activities. The RSL recently hosted a group of motorcycle riders travelling around Australia to raise funds for malaria research.

“It really is an all-purpose meeting place for many people,” Mr Stinson said. “The City is a great supporter and this will ensure the building is kept for posterity.

Work will start soon after Anzac Day (25 April) and is expected to take several weeks.

Structure Fire in the Northampton in the Shire of Northampton

There is a structure fire on Hampton Road/North West Coastal Highway, near the intersection of Mary Street, in Northampton.
 
The fire started in a hardware store and is now burning in a number of buildings in the area. 
 
Smoke and possibly toxic fumes from the fire are moving in an easterly direction. 


WHAT TO DO:
• WA Police are working in the area to evacuate residents that may be affected. People are urged to follow the advice of Police and leave the area. 
• People should close their doors and windows and switch off air conditioners. 
• People should stay away from the area. If you are already in the area take advice from emergency services personnel.  
• People with medical concerns should contact their local doctor or call Health Direct on 1800 022 222. 
• Your safest option may be to visit family or friends who live away from the area.


ROAD CLOSURES: 
Avoid the area and be aware of fire and other emergency services personnel working on site


A number of roads have been closed including:
• Hampton Road/North West Coastal Highway 
• Mary Street 
• Stephen Street

WHAT FIREFIGHTERS ARE DOING:
• Approximately 30 firefighters are on the scene. 
Firefighters have saved a number of buildings and are working to contain the fire.

Kite Surfer rescued by local

At 6:20 Thursday evening Everything Geraldton received a message from a reader along with some photos.

It said:  "Heroic action on kite surfer currently happening at the point."

A few photos later we received the good news that all were safe: 

 "Rescuer and the rescued safely in."

It was a friend of the brave man who swam to the rescue that messaged us. He filled us in on the story and the hero's identity. 

 "It was only one lone kite surfer who stacked it on their kite and were out in the water not moving getting sucked out towards hells gate passage, entangled in their kite lines, the rescuer swam out there about 1km off shore and untangled him and helped him swim back to shore, if it wasn't for him the sharks would of got him or he would of drowned, the rescuer was Ryan Tomlinson."
