They are hoping to raise the remaining $11,000 needed to reach Cal's $40,000 target by selling merchandise and collecting donations in the towns we stop in.

CALS WILL TO WALK

Callan Bancilhon was born in 1990 with a streak of excitement in his blood. He was raised into a life of motorbikes and fast cars and rode in his first race at the age of 7, setting him up for a life of competition, triumph and thrills - this kept his family on the edge of their seats. 

Callan was 12 years old, racing motocross at a State Level, when everything came crashing down. Callan’s destiny changed forever that day, it was September 22nd 2002 at the Northwest Round in Paraburdoo. It was the last lap, Cal was leading, he took the last corner and headed for the table top, these would be the last few moments that Callan remembers. The bike flew over the jump, but stalled in mid-air, he rode it out, but without any brakes Cal was unable to level the bike and that’s when everything went terribly wrong. Callan came crashing down and not only did he take a massive fall, but the bike landed on the back of his head. He was knocked out instantly, and there he lay. Our lives would never be the same. A life changing moment all in a split second. 

From there he was air lifted by the RFDS to Princess Margaret Hospital (PMH) where he was put into an induced coma which lasted 10 days. Doctors didn’t think he would survive, and we lost him twice in that time, but he fought back. The prognosis was discouraging and the hope of him waking was very slim. So we sat by the bed every waking hour talking to him and begging him to come back to us. We weren’t ready to let him go, and luckily Cal wasn’t ready to give up either. The diagnosis was a (TBI) Traumatic Brain Injury. The main damage being found in the Basal Ganglia and Left Temporal Lobe area. After 10 long days and nights it was time to bring him out for the 3rd time, which miraculously worked. Cal then spent the next 5 months in PMH fighting for each day; this would be where he would face another major hurdle in his young life. 

Despite the medical team’s prognosis, Cal proved them all wrong. He would now ride out the most important race of his life. Each day, as supporters, mechanics and pit crew we were all busy making sure at the start of each day he was cleaned and fuelled, ready to kick ass. Ensuring he got back on if he fell off and making sure he knew he had our full support right until the end. He was now competing for his quality of life, and each day we were seeing more than ever the courage, the support and the friendship that kept us pushing to reach the podium. Cal battled through the sweat and tears and re-learnt how to walk and talk again, day by day... the simple things in life that we all take for granted.

From there on, each day counted and every treatment was attempted. It became a painful and very exhausting obsession for all of us. Cal travelled to Melbourne on several occasions to undertake 5 week intensive hyperbaric oxygen therapy sessions, he underwent operations countless times including Bone Grafts, endured numerous Botox injections , all while weekly visits were continued to Bowen Therapy, Acupuncture, Kinesiology Reiki, Hypnosis, Magnetic Healing & Point Percussion therapies. We were desperate for recovery. 

12years later we are still seeing results and never give up hope. In January this year, Callan travelled to America and visited one of the world’s best rehabilitations centres, “Project Walk” He met with therapists and explored his options. They wanted Cal to come back and we wanted nothing more but to see him strive to reach his full potential. With the costs reaching 10’s of thousands of dollars we had to be realistic and come up with a different option.

Through further research we stumbled across a spinal injury rehabilitation program based in Perth called “Walk on” Although Cal does not suffer from a Spinal injury, they were happy for us to access the program. So we then spent 2 weeks with daily appointments in Perth and for the first time in close to 12 years we saw Callan walk correctly, swinging his arms, and with a massive grin on his face. Family and friends of Cal were left with goose bumps; words could not explain the inspiration felt in that room. Each small step, tears dropped to the floor – Our little legend was at it again heading for that podium. 

After the 2 weeks of training using the new exercise program we were advised Callan’s muscles were strong enough to recover and he could develop a correct walking pattern by doing certain intense exercises. So we were off home to find a Personal Trainer. And Cal was back to the gym 5 days a week with a new spring in his step

Callan is now booked to go back to “Walk On” for 3 week program at the end of July. Unfortunately though, this program is not a Government funded resource, therefore all costs have to be covered upfront by patients attending this centre. On a single wage Callan’s mother, Julie has worked very hard to help finance Callan’s rehab. She is an amazingly strong mother, her strength, love and commitment to Callan is astonishing- standing by his side to support him through all types of twists and turns. She has resorted to working away so she can provide the best for her family, as well as fund the assistance Cal needs to keep achieving his rehabilitation goals. However at more than $100 per hour, it has become a very expensive treatment but and we would really love to be able to continue as we can see the improvement in Cal already.

Sadly some days his disability gets the better of him and he loses all motivation, but Callan is very blessed to have a circle of very physically & mentally powerful people that empower him to strive and keep pushing on. Life hasn’t always been easy, but with every small victory that Callan has, it is just a reminder of how lucky we are to have this guy with us, and for that, we appreciate and take on every struggle with the desire for his improvement. 

Anyone that has had the opportunity to meet Cal, will know, he is a very witty and sometimes quite cheeky character. I would like to take a moment to acknowledge and thank Cal’s Support team. The friends that have stuck by his side and continued to push him; the boys that took him under their wings and the girls who let him get away with being so cheeky! To his Mother for her unconditional love, my best friends for all the times you picked me up at my worst, Cal’s Nan and Pop for putting your life on hold for us, and to all of our extended family and friends for their continued love, strength and support, we thank you!!. 

We want nothing more than for Cal to ride high and settle for nothing but his best, he has the world at his feet and we are here every step of the way. For those of you who have taken the time to read the story of this incredible son, brother, nephew, grandson cousin and friend Thank YOU for joining his support team!

Yellow submarine makes room for construction site

The City of Greater Geraldton is advising the public that the ‘Yellow Submarine’ located beside the Geraldton Visitor Centre will be moved into a secure storage facility to safeguard it during the construction of the Multi User Facility and Youth Space in the West End of the CBD.

The submarine will be securely stored off site until funds have been sourced to complete its restoration and relocation.


Some interesting facts about the Yellow Submarine, from the plaque that stood beside it:

The Yellow Submarine was made available to the City of Greater Geraldton by Geraldton local Max Cramer, and was restored in 2008 by Maicon Engineering with funding provided by Lotterywest.

This submarine was invented by another Geraldton local Severn Graham, who was commissioned to invent a prototype cray fishing submarine for the M G Kailis Fishing Group.
The vessel was submerged for its inaugural launch in Geraldton on September 6, 1969.
The submarine was designed to test the feasibility of establishing a fishery for green crayfish which abound in the tropical waters north of Learmouth. The submarine never entered operational service as it was discovered that gas emissions from the batteries caused major technical problems.

A 9cm thick laminated Perspex viewing port fitted into the box of the submarine was designed to enable the two-man crew to navigate and manipulate external fishing equipment.

The submarine became an icon in Geraldton and was painted yellow after the Beatles famous song. Severn Graham made two prototypes, one of which has been donated by the original owners to the Derby Museum.

Why I support Malcolm Turnbull as leader of the Liberal party

I stood awaiting Andrew Hastie and co last Thursday at a Business community event his team had organised. I had not been informed it was cancelled, neither had the caretaker of the venue and others who rocked up. 

As we stood outside waiting and chatting, one gentlemen chimed in with what his thoughts on what he wanted out of his elected public servants. "They need to sit down, together, and work out a plan for Australia's future," he said. The "us vs them" narrative in politics was tiring and had to stop, it was argued. 

As Turnbull today sets his sights on wrestling back leadership of the Liberal party, I am reminded of what actually led to his original demise... that he negotiated in good faith with Kevin Rudd regarding a carbon emission trading scheme. 

I watched first hand as concerned, yet ill informed, citizens lobbied their MPs to tell them climate change wasn't real and how they needed to ditch Turnbull. At the time I was gobsmacked. Here, in what seemed to me a happy, albeit rare, occurrence, the leaders of the most powerful political parties in Australia were negotiating on legislation that could benefit our planet for generations to come. 

Turnbull's leadership was challenged by the far right wing of the party, and Abbott won by a solitary vote.

Much has already been said about Abbott's decline in popularity since coming to power, I need not reiterate. 

But whether you support a Liberal government, a Labor government, or something else entirely, it seems to me that Turnbull has far more respect from those who won't vote Liberal, and a lot more ability and desire to work with those on the other side of the aisle. 

We cannot vote for our head of state. So instead the closest thing we have to a chosen leader will be decided this evening by some men and women behind closed doors. 

Letter to the editor; Running for CV Councillor

I am 51 years of age, married with three adult children who live in Perth.  My wife Lisa and I are currently building a new home in White Peak and we have both been active members of the Park Falls Residents Association since purchasing our block in 2014. I am the current Vice President of the association.

I have been a Local Government employee for the past 22 years and have a very good understanding of the processes that are required. I have also been involved in junior and senior community/sporting groups and have been a volunteer bush fire fighter for the past 16 years.

I believe I can offer the Shire of Chapman Valley and its residents a wealth of knowledge and experience. If elected I would look forward to representing not only the South West Ward residents but the whole of the Shire of Chapman Valley.

The City of Greater Geraldton and Skateboarding WA are bringing free skateboarding clinics to Geraldton for all ages and skill levels.

Get your skateboards ready for a gnarly clinic these school holidays! The City of Greater Geraldton and Skateboarding WA are bringing free clinics to Geraldton for all ages and skill levels.

Clinics will be held on Saturday, 26 September at Wonthella Skate Park, along withgame of skate and best trick competitions.

City of Greater Geraldton Deputy Mayor, Neil McIlwaine, said skateboarding clinics had been extremely popular in the past.

“We know the community, especially our youth, love skateboarding clinics and this one certainly won’t disappoint,” he said.

“It will be held on the first day of school holidays and it’s the perfect way to kick off the holidays.

“Everyone is welcome no matter the age or skill level.”

Helmets and skateboards will be provided and registration closes 30 minutes after the event starts.

Promotion: Why Rates Go Up And Playgrounds Close Down

Neglect and a lack of forward planning.

Geraldton has a long history of failing to maintain its assets and the effects of this have really become apparent of late. Remember the Flores / Place Road intersection, the crumbling Recreation Ground grandstand, the derelict railway station building (Tourist bureau) and the completely run down CBD footpath network?

Previous leaders of our City did nothing about these for many years. Rob Jefferies was CEO of Geraldton for 7 years! It was after his period that Tony Brun and our current CEO Ken Diehm began rejuvenating the City. I was on the selection committee to appoint Ken and have complete faith in his ability to deliver on the budget cutbacks required to balance our budget.

This year the City identified savings of $3.6 million. Imagine if the City had of done that since the amalgamation in 2007, which was supposed to deliver savings. That equates to more than $30 million by the end of this year. Think what the City could have done with that money! We could be debt free and we could replace every piece of playground equipment that has recently been removed. We could even have kerbside recycling.

Calling for the budget to be returned to surplus means progressively maintaining assets, to ensure they last longer and getting Council back to the basics of roads, reserves and rubbish. It is nice to have grandiose motherhood statements on vibrancy and economic development but until you can get your basics right it will all be for nothing.

Hiking up rates by the crazy 27% in 2012 and then asking for a further 7.2% the following year is the lazy way of restoring the budget and hurts the very people we are elected to serve. We must live within our means and continually look for ways to do more to ease the financial burden on ratepayers. This means making strong decisions in regards to services and our administration.

Let’s not return the bad old ways of the past, let’s look forward and change our City for the better.

September is international Childhood Cancer awareness month

September is international Childhood Cancer awareness month. As childhood cancer doesn't have much awareness it has a lack of research, 4% to be exact. So we as parents of children with cancer we are trying to get the word out to help save many lives.

The GOLD ribbon represents Childhood Cancer, please GO GOLD this September to show your support for all children around the world.

Childhood Cancer is the number one killer in childhood disease, 1 in the 5 children diagnosed will loose their battle. Every 3 minutes a child is diagnosed. It is NOT rare.

Juvenile Arrested in Wonthella

On Saturday 12 September 2015 12.45pm a 15 year old male was arrested by Geraldton Police near Wonthella.

Police allege the 15 year old male stole a moped near the athletics centre in Spalding. The male travelled across the athletics oval, into the car park then across Eighth Street towards Wonthella.

Police stopped the male shortly after and he was conveyed to Geraldton Police Station where he was later charged with Steal Motor Vehicle and No Authority To Drive.

The male will appear in Geraldton Children’s Court. 

Man Attempts To Gain Entry To Rear Of Police Station

Update: Police asking for public assistance

On Friday 11 September 2015 at approximately 10.00pm a 57 year old male crashed his vehicle at the intersection of Chapman Road and Forrest Street Geraldton, the rear of Geraldton Police Station. The vehicle involved was a 2004 white Holden Commodore. 

The male immediately exited the vehicle and ran through the rear security gate of the Police Station whilst a Police vehicle exited. 

Police are seeking public assistance and asking for any information regarding the crash. Please call Geraldton Police Station on with any information 9234555.

 

On Friday 11 September 2015 at approximately 10.00pm a 57 year old male crashed his vehicle at the intersection of Chapman Road and Forrest Street Geraldton, the rear of Geraldton Police Station.

The male immediately exited the vehicle and ran through the rear security gate of the Police Station whilst a Police vehicle exited.

Police allege the male was yelling as he ran through the gate before approaching the security door that allows entry into the police station where he kicked the glass panel door causing it to crack severely.

The police vehicle that was exiting at the time quickly approached the male who was now holding a folding knife and a paint scraper. The male dropped the items when requested by police and was subsequently arrested.

During a search of the male, Police located a small clip seal bag containing cannabis in his pocket.

The male will appear in Geraldton Magistrates Court charged with Trespassing, Criminal Damage, Being Armed in a Way That May Cause Fear and Possess Prohibited Drug (cannabis).

Police are continuing investigations into the circumstances of the traffic crash.

As the designers and creators of the HMAS Sydney II Memorial, in association with the Rotary Club of Geraldton, we would like to express our support for Mr. Ron Ashplant in his forthcoming quest seeking election to the Council of Greater Geraldton. 

Mr. Ashplant played a significant part in the successful development of the Sydney Memorial on Mt. Scott, when he was a member of Council previously, and his devotion to community development generally is, by all accounts, of the highest standard. 

The HMAS Sydney II Memorial, now recently voted as the No.1 Tourist attraction in WA by the International Trip Adviser Travel Site, needs careful and ongoing support for its care and upkeep generally, but especially by someone with such a track record in understanding the requirements of such a sensitive element and central feature, in this community.  

It is our strong opinion that having Mr. Ashplant in Council would be a major help to fulfill the role required and ensure that the Memorial was maintained at the highest level. 

The people of Geraldton would be very fortunate indeed to have someone of Mr. Ashplant’s calibre as a Council member again.

Pot Plants Stolen from local Childcare Centre

On arriving at the Childcare Centre on Wednesday morning, I thought it must've been April Fools Day. Overnight someone came and took four large pot plants. These were not small, it took two men to lift them to put them there. The children had planted and carefully nurtured these plants, learning how to be respectful and caring towards their environment and community.

Although someone sees this as a cheap way of stocking their garden, it is at the expense of others and in this situation, 89 children and 82 families.

I am hoping that I will wake up one morning and they will be returned.....no questions asked.

Residents reminded to implement firebreaks

The City of Greater Geraldton wishes to remind Geraldton and Mullewa residents and landowners to have their land comply with firebreak standards before 5 October 2015.

The standards must be maintained until 1 May 2016 and includes requirements for:

  • Small lots under 0.4 ha regardless of whether the land is vacant or has a building.
  • Residential and Special Rural/Rural Residential/Rural Small­holding lots between 0.4 ha and 5 ha.
  • Broadacre farming and lots over 5 ha.
  • Structures and buildings on all categories of land.

Fire protection measures are essential to help slow the rate of spreading fires and to allow clear lines of vision, safer access and navigation for volunteer bush fire fighters whilst fire fighting.

To prevent an infringement and to play your part in keeping our community safe, please undertake the work required or engage a contractor to undertake the work. A list of contractors can be found in the local community directory or in the first and final notice brochure which was sent out in your rates notice.

Just want to give a shout out to my dad, Dennis Teale, local pilot for many years, found the missing people today east of Sandstone. On instinct flew up a track, off the designated search and rescue flight path and found the people alive! A very humble local hero in my books!

Response to Mr Correy’s Letter to the Editor

In the interest of public transparency and in response to Mr Correy’s Letter to the Editor, previous Letters to the Editor, he has submitted on Everything Geraldton and questions he also asked of Council at the 28 July Ordinary Meeting the following information was provided To Mr Correy at both the Council meeting and in writing in a letter dated 3 August 2015:

Abraham Street/Verita Road Bridge contract

(A)       Why did the CEO award the bridge contract to Georgiou at 8.171M plus GST with no reference back to Council when he was instructed in October 2014 to negotiate the contract at $8.2M inclusive of GST- in excess of $800,000 extra?

Before responding to the questions from Mr Correy I think it is important to clarify a few matters.

Since the Council made the decision to award this contract, Mr Correy has been on a fishing expedition to try and find some evidence to support a conspiracy theory that he has invented.

The repeated questioning on this matter has cost the City thousands of dollars in lost time and productivity. In addition to this, the line of questioning is considered to be a personal attack on the integrity of Officers from Brookfield Rail, Public Transit Authority, Department of Main Roads, GHD, the City and myself.

The panel of very qualified and experienced representatives from these organisations have more than 150 years of collective engineering experience, have built thousands of kilometres of roads, scores of bridges and have assessed thousands of complex tenders. This panel, whose integrity you have continually questioned, have unanimously agreed that Georgiou’s tender provided the best value for our Community.

I respect your right to ask questions and seek clarification but doubt that you can form an objective view because of your vendetta against this City and your lack of knowledge or experience in considering complex tenders and in building bridges and roads.

Response - A
The CEO was not instructed to negotiate the contract at $8.2M inclusive of GST this is a misrepresentation of the facts that a plain reading of the resolution reveals.

The CEO was in fact instructed to award and execute the contract if he was satisfied that:

  1. The preferred contractor was able to obtain a construction license from Brookfield Rail and enter into agreement with Brookfield Rail to enter and carry out works within the Rail Corridor.
  2. A tripartite agreement between Brookfield Rail, Public Transport Authority was able to be entered into.
  3. All other outstanding matters including without limitation the City’s exposure to Risk had been resolved.
  4. The negotiated contract was within the budget allocation and consistent with the intentions of the Tender.

The CEO was only required to refer the tender back to the Council if the above conditions were not met.

The negotiated contract was below the budget allocation of $10,000,000 and the above conditions were met, the CEO accordingly exercised the authority delegated to him by the Council.

(B)       If the tender price was varied or withdrawn doesn’t that then deem the tender non-compliant and therefore invalid?  And if so, why was the tender not re-advertised or alternatively negotiations commenced with the next lowest conforming tenderer?

Response – B
The tender price was not withdrawn.  Tenderers typically submit a price which includes a number of conditions and assumptions based upon their understanding of the scope of works. During the tender process these conditions and assumptions are clarified with prospective tenderers and tender prices are commonly adjusted. If you have had any experience in the evaluation of complex tenders you would understand this.

If a tendered price is varied during the assessment process as a result of nominated inclusions and exclusions, or in response to scope clarifications, it is not considered to be invalid. This practice is common with tenders of this nature and is supported by law.

The variations following the Council decision were anticipated by the Council and that is why they delegated authority to the Chief Executive Officer. The Verita Road bridge contract was awarded at $8,172,298.07 exc GST.

I have correspondence that states that an alternative tender from Highway Construction was on the table at $6,528,153.81 exc GST + $1,108,808 exc GST for 4 extras.

In simple terms the 2 tenders read like this:

-   Georgiou Tender                                 $8,172,298.07 exc GST

-   Highway Construction (all in)  $7,636,962.18 exc GST

Less a further $300,000 reduction resulting in a net tender price of

                                     $7,336,962.18

Difference                   $ 835,335.95

How does the City’s engineer justify the statement he made to the Council Meeting in May that the accepted tender was 1.5% below the next cheapest tender?

Also why did the CEO agree to pay $835,335.95 of ratepayers money more than was tendered?

The figures you have provided for comparative purposes are wrong because they do not incorporate the variations to the tendered prices of both parties during the assessment process. I note that you have also misleadingly added a discount of $300,000 that was offered by AlbemOperations & Highway Construction after the award, which you know would have been illegal for the Council to accept.

The following table shows a true comparison.

A proper comparison shows that Albem& Highway Constructions tender was $110,884.47 or 1.56% higher than the tender from the Georgiou Group.

If the contract award price to Georgiou was $8.17M + GST, can council please advise what was the lowest conforming submitted price of any of the remaining tenderers excluding all non-priced criteria assessment influence?

The submitted tender prices varied between $7,180,969.22 Incl. GST to $8,424,131.45 Incl. GST.  These prices excluded any adjustments following receipt of responses by tenderers to clarifications from the Tender Assessment Panel and further third party requirements not available at the time of tendering. 

Georgiou Group Pty. Ltd. was the highest ranked Tenderer based on the qualitative and quantitative assessment Criteria and Albem Operations Pty. Ltd. & Highway Constructions Pty. Ltd. was ranked third out of seven Tenders.
